Cab Operators Now Want RBI To Simplify Payment, Want Semi Closed Wallet

After bringing Uber to a ‘level playing field’ and forcing the company to change its payment experience in India, cab operators now want RBI to simplify payment.

“We have suggested to RBI to let us start and operate semi-closed wallets which can then be used to buy other things as well,” Siddharth Pahwa, CEO and founder of Meru Cabs.

The taxi association of India has also appealed to RBI to allow them to offer overdraft facility up to a certain amount to passengers who overshoot wallet limits during a ride (via).

Why this sudden U-turn? Were they afraid to acknowledge Uber’s seamless experience?


Sapna Book House Acquires Ishita Tech And Its 3 brands [Bookadda, Koolskool, Acadzone]

Sapna Books’ digital arm, SapnaOnline has acquired Ishita Technologies and its three brands Bookadda. com, and sapna-books

While the deal price isn’t disclosed, Ishita techologies was valued at $13mn in 2012 (during Series A round). This is a move by Sapna Books to enter new categories (like test prep material/school supplies).

– Bookadda is an online books retailer.
– Koolskool uses multi-channel retailing and is focused on school supplies
-Acadzone is an online etailer of academic books /test prep materials.

Post this acquisition, Ishita’s 2 warehouses in Delhi and Bengaluru will become part of Sapna (SapnaOnline operates around 11 warehouses in the South).

“Starting today, December 1st, you will no longer be able to request a ride using your India issued Credit Card directly through the app. For those holding an Indian credit card, the Paytm Wallet will be the only payment method available.

India’s current regulations require every transaction made with an Indian credit card, no matter how small the amount, to include two-factor authentication (2FA). “

Ofcourse, you can use the credit card option for rides taken outside India.

Uber’s Candid Note on RBI Policies

India is one of the largest market for Uber and the company isn’t going to let off the compliance issue so easily. In an official blogpost, the company has gone UnPluggd and has taken a shot at RBI for its policies.

Despite consumer preference and in the face of rapidly changing business expectations, India’s one-of-a-kind 2FA requirement persists, causing a major challenge for businesses trying to offer Indian consumers a better purchasing experience.

While we believe this requirement is unnecessary and burdensome, we have engaged in constructive discussions with the RBI and are committed to working with the Indian government to advance regulations that support innovation and job creation.

A Look At Government’s Efforts To Improve India’s ‘Ease Of Doing Business’ Ranking

India ranks at a pathetic 142 among 189 countries when it comes to ease of doing business in India. And the government is taking certain efforts to improve this.

Some of the activities that are planned by Ministry of Commerce in near-term are:

1. Importer Exporter Code (IEC) application will mandatorily be online w.e.f. 1st January, 2015 and IEC will be issued within two working days. This would not only obviate the need for paper application but also expedite the decision making.

2. Service Delivery – Activities related to Developers and Units in SEZs were identified and timelines for completion of the said activities were prescribed and implemented. It was launched on 14.08.2014 in all Zones. This is being monitored by Development Commissioners regularly.

2. Digitization and online processing of various activities relating to SEZ Developers and Units has been introduced in all Zones from 01.11.2014. The option of either filing applications online or in hardcopy is available to Developers/Units till 31.12.2014. Thereafter, from 01.01.2015, only online applications for all activities (except for setting up of new SEZs) will be entertained from Developers and Units.

In order to reduce the number of documents for exports CBEC has taken measures to merge Foreign Exchange Control Form (SDF) with shipping bill and packing list with commercial invoice. Accordingly, necessary changes in the software would be made by 31st March, 2015. Further, in order to dispense with terminal handling receipt at JNPT, Ministry of Shipping would automate this activity by 31st January, 2015.

With these reform initiatives the mandatory documents required for exports would be reduced from seven at present to only three. Similarly, for the purposes of import, efforts are being made to reduce the mandatory documents from 10 at present to 4. An inter-ministerial team headed by DGFT is also visiting JNPT next week for understanding the various processes in the field and streamlining the same.
