25million Handsets to go defunct from Dec 1 [IMEI]

Owing to security threat, DoT instructed operators to block cellphones without a valid IMEI number in 2008 and operators resisted the same, since it meant an infrastructure upgrade, as well as pulling the plug from low income group, which is even unaware of IMEI number.

And now,  government has announced a fresh date of November 30th, when all of these invalid handsets will be discontinued by operators or will be asked to upgrade.

Subscribers with such handsets will either have to buy a new one with an IMEI number or go to any of the 1,600 outlets set up by the Cellular Operators Association of India to get the number implanted through a software. The COAI has tied up with Mobile Standard Alliance of India to set up retail outlets for this purpose.(source)
